However, they don't have to take the sophomore quota--it's not like they're forced to take the sophomores.

If you're a soph then you've either established friend groups in houses over time and are def on their radar, or have made a not-so-good impression and aren't going to be considered, have met nobody because you got social too late on campus or are a transfer and couldn't meet anyone, or you decided you only wanted a certain house and when you got released you dropped. If you're on campus for an entire year then you need to consider that 1) you are rushing all during that time, 2) get involved and meet people and accomplish something, 3) all houses are good and you need to keep an open mind.
