What is the reality of a COB? Do the actives just text you or what

The deadline for COB is tomorrow I believe. The way it works is you have to go out and ask the houses you want to join on your own. IFC will not help you or guide you through this. What normally happens is that there is an interview with the Rush chair and maybe a few other people, and if they like you they'll probably just give you a bid on the spot only if you accept. I would highly suggest that you have a friend already in the PC to help recommend you too. There are only a few houses that don't have full classes so you have to start contacting people today.
