Mixers are intended for the organizations who are throwing them or the organizations who were invited to the event only. Fraternities will still have the large open parties like SAE Jungle, but mixers are for the organizations themselves.
The parties in the first semester are a way to meet new people and get them interested. They are a recruitment tool, both for the organizations that throw them and for the organizations that attend. Now that the big period of recruitment is over and there are new members to get to know, throwing stuff for everyone to attend doesn't really make a lot of sense.

You could even try joining the rugby team, frisbee team or lacrosse team. Alpha chi regularly mixes there.
