sororitys in trouble

how have ago and aopi both gotten in trouble for hazing but clio hasn't? i thought clio is worse than both of them.

I'm not entirely sure but one reason may be that clio has a reputation of hazing so the girls that do clio know that they're going to be hazed and aren't blind sided and run to the school to report.
