If not everyone who gets a bid from a certain sorority accepts it, does that mean people who almost got one would get one to replace it?

Only if a national needs to fill its quotas. Locals only take the people they initially give bids to.

nationals do a thing they call snap bids. the premise is they dont have enough girls accepting bids for quota or girls depledge within the first week. if this happens they give out snap bids aka bids to girls just to make quota. girls that rushed and just didnt get bids anywhere.

locals don't do anything like this since they dont have quota.
