It means the brothers or sisters band together to make sure you don't get a bid

Blackball is what some organizations refer to as their voting process in deciding who gets bids. If enough people say vote no to a rush then that means they've been blackballed and do not get a bid.

No, blackballing is a negative term. It doesn't include every reason for why you may not have gotten a bid. If you do something/say something that the sorority/fraternity finds out about and doesn't like (i.e. talking badly about them or a member in the org) they will blackball you. If you rush and don't get a bid it doesn't mean you were blackballed necessarily.

Interesting because my org calls voting on who gets bids blackball. Yes, blackball can be a negative term but not in every sense. They way or process works is that if you vote no to someone, you are blackballing them. Reasons for blackballing a rush would include talking badly about the org so in the case of my org blackball= voting process or not received a bid (aka getting balled)

My organization (which does not blackball) sees it someone who is out of the running without the chase of being voted on. For instance if a girl spoke badly about the organization it was a risk. Some people might automatically say WE DONT WANT HER and no vote will be taken for them. Other times, the majority of times, there is a vote and if more than half don’t want the girl they will be cut.
