How do locals vote on bids? Also do people get eliminated each round?

There are no rounds for locals. You just go to their events but you have to be invited to formal

You're only allowed to choose one local its called final preference

For locals you can pref up to 3 for first preference (although you don't have to pick 3) and this is for locals you wish to continue rushing and receive a formal invite from. With the exception of RLK, who invites everyone that first prefs them to formal, everyone votes on who to take to formal. There is no ranking for this so sororities can't tell which is your first choice, they also cannot see if you have selected other sororities for first preference.For final preference you pick one local and everyone in the sorority votes. The voting processes differ as some do a blind vote and some talk about each girl and then vote (this is usually referred to as blackball).

if you get invited to formal will you most likely get a bid?

Not necessarily. Most cases it means they like you but it could mean they need to get to know you better in order to decide if they'll give you a bid. So a formal invite is usually a good sign but it does not mean you're guaranteed a bid.
