chances as a junior transfer?

I want to transfer to Penn state in the fall as a junior, and I know how hard its gonna be to make friends as a transfer so I wanted to rush. Would I have a low chance at receiving a bid?

not necessarily, but don't count on top tier for no other reason than they prefer people who will be here all 4 years. Plenty of people rush as Juniors because of the 2+2 program with the branch campuses
