difference between tier 1 and tier 2

The difference is in the away bars. Any house can have a great party if they let anyone in (tier 2s and below), because everyone knows you cant casually walk up to tier 1 houses and expect to get in. Top houses have the top girls and people fighting to get in, like tier 2 frats and tier 3 sororitys. Tier 2 houses are the houses that get used by tier 1 houses while theyre on probo then go back to hanging out with tier 3 once the top houses are off probation.
