What actually is the difference between top and second tier sororities here? Do they not social with the same frats? I mean they have to cause there is like 100 frats or am I wrong?

No difference. Rankings are made up by people in Frats/sororitys in an attempt
to make themselves look good. Ranks are fake and unreliable and usually based on the reputations of people who graduated more than 20 years ago. Those people are married, with children, and in their 40s and have no bearing on the faces on campus now.
