Is it a bad thing to follow sororities on Instagram that you are interested in or do they see it as not being open minded? Basically do sororities look at who follows their instagrams and does it help/hurt chances?

it depends. a girl in each sorority runs all of their accounts like instagram and tumblr and its like anything else, they check who their new followers are. that being said if you're clearly a pnm because your bio says 'psu 19' the girl running the accounts for sure looks at your stuff. if they're into you they can tell the CRO who runs recruitment to keep an out for you...or if they don't think you'd be a good match you'd just be another follower.
