fraternity rush

How hard is it for a freshman guy for out of state who doesn't know anyone to get a bid at a decent fraternity at Penn State? Is there formal rush only?

If you’re a social guy and can make a good impression during rush anything is possible. Also out of state doesn’t matter and some frats like it
