First, ESA and Trilogy are clubs so do not belong. Second, no need to create more tiers. This is how it is:

Pi Phi, Kappa, APhi, KD, Theta,
Zeta, G Phi, AXiD, DZ
DG, SDT, AOPi,
Phi Sig, Sig Kap, ADPi, DPhiE, Tri Sig

TBH, only AXiD and Theta warrant second tier. Everyone else is middle or bottom. All 3s are the same, all 4s are the same.

Top:
1. Kappa, Pi Phi, APhi, KD,

Middle:
3. GPhi, Zeta, DG, DZ,

Bottom:
