The chapters need to see if they get quota before they decide if they will COB. The ones that will participate are chapters that fall short of quota.

And when do we know if a chapter is doing COB? Will it be on social media? Or do we have to know people?

If a chapter is doing COB, it is usually people that they know or ones that dropped out of recruitment that they really liked. This is usually just a couple of girls. If they need a larger pc because they are really short of quota (think 10 or more girls) they will hold informal parties which they will advertise on social media.

There were girls that had bids yesterday who have already dropped or will drop shortly because they got their 2nd choice. When those spots open up, chapters will try and fill those spots with other women who dropped before prefs.
