Should I bother emailing the chapter to see about their informal recruitment, or are those bids automatically gonna go to their friends?

i would say go for it. its probably true that connections would help, but there's never any harm in scoping it out

I emailed them to find out about recruitment and never heard back from them just cause I don't know the girls, did you hear from them?
