If I drop from a sorority and have to wait the year to rush again, will any sororities take me when I rerush?

If you dropped before initiation you can. If you're already initiated you can't

I dropped a sorority freshman yr and got into a top tier as a Sophomore, sophomores have it a little easier since there's less of them and chapters have to recruit a certain amount
