this is mostly honestly based on social schedules. kappa is not as much of a "top tier" as the others, but still up there. Theta and Asa are NOT top tiers regardless of their social schedule, their attitudes and recent pledge class bump them down.
included esa and trilogy because they social with the rest of that tier. Fourth row is pretty interchangeable besides DG.
