Their social partners are likely why they havent moved up in tier cause they have the quality of parties, looks, and involvement metrics to be tier 5 or 6 imo

Phi Kappa Sigma - ΦΚΣ Fraternity at Pennsylvania State University, University Park - PSU 3.8 I have gotten super close to so many boys here. They're all super sweet and have such a close knit brotherhood. They're super respectful and I'm always excited to go here. Parties are fun and I always end up having a great time, even on days I don't feel like going out. Such an underrated house, in my opinion.
