Definitely the closest to true! And 100% agree Zeta is heading down to bottom tier, nothing is going for them other than looks. I don't agree that KD is that high though. I'd put them at the very bottom.

I think KD is declining and AXO is rising. But SK is absolutely at the bottom forever.

how can a zta with all their seniors dropping be considered top tier? Isn't it based on sisterhood? if so how is that considered top tier if they quit and they had to re-recruit?

You don't know a lot that goes on behind the scenes, there may be multiple reason that extends beyond "sisterhood" or whatever you assume you might know.
You can't judge a chapter by it's cover.... (hehe see what I did there)
