Assuming someone who would ask this question must be unattractive and basic = just so silly. Assuming all PNCs are only looking to choose a sorority based on superficial "tiers"...again, so very silly. I feel sad for you and your basic thinking. Yes they are the top but that doesn’t mean they don’t have mean, unattractive or average girls as well. If you are hot and nice and don’t want the mean girls experience go to Middle .
