It seems like the girls who party the most, have the most money/things and get the most attention from the guys. Then they arrange mixers between themselves and anoint themselves top tier.
Legacy has a lot to do with it. It's always been Zeta, Phi Mu and Sigma at Elon, but Phi Mu might finally get dropped.
I think Phi Mu will be fine, because they have not been punished yet and they've been "hopping around" everywhere.
The sad thing is grades and philanthropy are not that important in being a top tier.
