No. That has never been a consensus. I would say they are below them, but they have a legacy as the oldest frat which props them up.
Even Phi Mu half dropped Kappa Sig, because of how lame they had become.

They are borderline bottom of top tier.
Once they go legit and shave off some rust they will be legit top tier. I would not argue with anyone who thinks they are top tier. They are definitely ahead of Kappa Sig who no one thinks is top tier currently except on this site.
