It is mostly. It's just that Zeta and Phi Mu are interchangeable. Zeta's name being above them is irrelevant. Axid is not interchangeable with Delta, but it's quite not there with Phi Mu and Zeta (it could be argued it is). The bottom bunch isn't worth the effort to subdivide, but I can see a case for how any 3 of them will jump up next year. SK next year will either go up or down. They are the movers, but no one quite knows which way.
