whoever "haha" is who has ranked every chapter with all 1's must be in phi mu because thats the only one they gave all 5's. what a terribly obvious self ranker

I would agree with those below. If you're going on the overall and include grades, campus activity, chapter size, etc. then DG is the best. CO and DDD are tied for next and then Phi Mu. I'd say ADP and PBP are next in line and bringing up the rear is KD. They're last because it just takes a little while longer to get places when you're pushing strollers.
