Sometimes a sorority's nationals requires them to do COB even if they have reached quota. Since some of their older pledge classes aren't as large they may be doing it just to reach total quota

any sorority below TOTAL can participate in COB regardless of whether they reached quota during recruitment or not.

A sorority at TOTAL cannot participate in COB whether they reached quota during recruitment or not. The ONLY time you can exceed total is during recruitment by having a pledge class that was quota.

so let's say that ABC sorority met quota during recruitment but still was below total. Could have had a lot of members leave for whatever reason (voluntarily or not) or a big graduating class. They then would participate in COB if they chose to do so (most national orgs will strongly encourage - read:require - their chapters to do everything possible to reach total) so they could get more members and raise their chapter membership to total.

If XYZ was way above total and had a really small pledge class (did not make quota) during recruitment they could have snap bidded up to quota during recruitment but once it was over, would not be permitted to participate in COB because their total chapter membership exceeded campus total. I can't think of any situation where this has happened though.

Well, whatever the reason is, I'm glad APhi is doing COB. As someone that didn't go through with Fall recruitment, I'm glad there's a chance for me to mingle with a sorority I am interested in. I wish more sororities would do COB and allow more girls to be able to join.

They do it because they have so many girls drop after recruitment for whatever reason, but I'm sure they're dues being so high has a lot to do with it.
