There were a few factors left out. For example if you take into account alumni support Delt would probably be number 1. Relationship with their nationals/ IFC would also be a factor (determines how close a chapter is to getting kicked off). This post definitively has some holes. But like the guy said: you shouldn't decide what fraternity is number 1 or best for you through an equation.
