Theta isn't two anymore. They need to move down. History keeps them high, but they are slipping for numerous reasons.

Theta and Tri delt could move down. They are still great houses, but their vibes this year have been off. I know a lot of girls that ranked Pi Phi, KD, and Chi O over them. At the same time, I know girls that ranked them higher so I really think the top 7 are interchangeable based on personal preference and who you want to surround yourself with.
