adding girls

Just wondering if house that is full now falls below chapter total after first semester will look to add girls through cob? And do they actually look at cob list of girls or is just who you know to get in?

It is always important for a house to be at their house total/quota. Yes houses that are not active in cob now because they have their numbers will look to add girls through cob if they need too.
