If quota was 52 why were gamma phi and SDT allowed to take more girls than that? G phi also had a fall pledge class.

The quota doesn't refer to the pledge class size. It refers to the chapter size, so if quota is (for example) 150, and a chapter has 120 girls before recruitment, they'd probably take a class of around 40, whereas a chapter who started with 100 would take more like 60. Pledge class size also differs based on retention rates and other factors like chapter gpa needs, etc..
