OFSA is clueless

You must be clueless. These groups exist because the US Constitution’s 1st amendment guarantees freedom of association that Rutgers as a public institution cannot infringe. Also the houses are private property.

The OFSA is incompetent, not clueless. Instead of helping fraternities and sororities grow they are more interested in creating absurd rules like restrictions on freshman rushing. The most OFSA can do is “not recognize” a group. And these groups just continue on with their alumni’s support. Obliviously the alumni said we are tired of Rutgers interfering and still support the chapters. When you lose the alumni’s support that is when you will truly be shut down.
