Honestly dphi gonna be really good next year. Besides that the same old chi phi, chi psi, maybe tdx but honestly probably not worth it.

freshman can’t even rush so i’d say make friends check out the parties and find a house where you fit in. then in the spring, rush them

Ok, for sophomore or second year transfers who don't know about the "scene?"

There should be a list to describe each frat. Not by tier but overall public opinion or if you're actually in one.

Chi phi, Delta phi and somewhat Chi Psi are the only good fraternity’s at this school. They don’t take frehsman however

They take freshmen at second semester.

Are there recruitment events or parties during the summer before rush ? Assuming they do, are you supposed to know people in the frat to get invited?

No events in the summer. All the frats will have a table at the Activities Fair on College Ave at the beginning of September. Add your name and info with groups you like. You’ll probably get invited back for a meet the bros event in the fall. You go to a few of those and you decide where you think you’d fit. Spring semester is when you’d rush and get a bid. If you made some connections in the fall, you’ll be fine. The unrecognized or desperate frats will want you to pledge in fall. That’s a red flag and you should wait til spring to get a feeling and rep for the different frats
