someone explain

who tf keeps putting chi psi and dphi on top tier lists... what have either of those groups of herbs done to be considered top? all that dphi has is the POSSIBILITY that they might sign 21 Union in two years... cool I guess but does not make them top by any means. and for chi psi, that is self explanatory... they are herbs who don’t throw parties.
