Tbh the reason it’s harder is cuz
1) junior transfers generally have to take difficult upper level courses and depending on your major (for sas it’d be comp sci, for rbs accounting or bait, for soe all majors) not a lot of juniors can make the commitment to pledge on top of their upper level academics, which most frats are aware of and may not be as inclined to bid you for that reason (ik it sucks but generally is the case)
2) upperclassmen won’t have many years to contribute to the frat as opposed to underclassmen, which will inevitably lead to frats prioritizing underclassmen regarding bids. Frats can like you but don’t expect a bid esp since they’ll be bidding and prioritizing underclassmen who will contribute more time and effort (esp since most juniors and seniors hit bars anyway, frat parties become old real quick if ur close to 21)
3) at most frats it’s much much easier if you know a lot of brothers in the frat, who can then vouch for you. It’s much tougher if you don’t know any/only know a few (and even then it’s better if you’re close to the ones you know, rather than like oh I went to high school w this kid)
But I will say despite all this, if a frat likes you and they value your potential contributions and don’t think you’ll be a flake, don’t worry too much about the above. Because they’re out of your control anyways.
So def rush around and go w the place where u vibe w the guys the most — and don’t focus too much on tiers because ur gonna be a junior anyways, and so most of ur time is gonna be spent in bars (queens and scarlet are the go-to for upperclassmen)
Cuz at the end of the day, you should be rushing for the friends you make, not bragging rights about the name or tier of the frat
