I heard it was not a Fraternity/Sorority, but an apartment complex just like the ones on Union Street.

No way it's an apartment complex. If you look at the computer generated image of it's completed form (posted right on the fencing around it) you can see that it's laid out like a house, not an apartment. It even say "NEW FRATERNITY/SORORITY HOUSE" on it.

You must be blind or dumb because it says new fraternity/sorority house on the sign right in front of the building site. and the sign is huge, you can't miss it. -_-
