New ranks after last week? Here's my take:
Upper Top
Beta/Sig Pi (Beta might be slightly better but it's basically negligible)
Lower Top
Kappa Sig/Sig Chi/Pika (Sig Chi slipping)
Mid
DPhi/KDR
DX
Lower Mid
SigEp/ATO
Bottom
KA/SAE

I'd say Sig Chi already slipped down to mid-top tier.
With that said, DX and KDR are both very quickly rising up to the lower-top tier and are now competing with Kap sig and pika, as well as with each other
This year is big for all those mid-top in between ish frats

I agree with you for the most part, but I'd say Kappa Sig is still upper top tier. Just because Sig Chi and Kappa Sig lost out to Beta and Sig Pi on homecoming doesn't mean they're lower top tier. Even though Sig Chi is seriously slipping now.
That being said, KDR is definitely rising into the lower top tier.
DX is still middle tier.

I think it's this. There's alot of toss up between picking "top house" and such so I just put them in the same line.
Top:
Upper: Beta/ Kappa Sig/ Sig Pi
Lower: Pika/ Sig Chi
Mid:
Upper: KDR/ D Phi
D Chi

Lower Sig Ep/ ATO
Bottom:
SAE/ KA
AEPi/ Chi Phi
Then For Sororities
Top
Upper: Chi O/ Theta
Kappa
Lower: PiPhi/Tridelt

DX is definitely falling
KDR might be on the rise (tridelt and now piphi. Decent pledge class)
DPhi is on the rise (solid pledge class and tridelt for hoco)
Sig Chi is falling (slip into mid tier by next year)
Pika is falling (will suck once the seniors graduate)
DPhi and KDR are going to be bottom top tier
