Absolutely can. I did and know plenty of others who did, it’s pretty common. At least in my sorority, there’s a quota for underclassmen and a quota for upperclassmen so that you’re not at a disadvantage or competing for spots with freshmen. Pretty sure others do this or something similar too.

yes I did it and know a number of girls who did it. Don’t be discouraged by age, this has been one of the best decisions I made in college so I definitely recommend rushing as a junior and I got my top choice doing so.
