^^ To the question: informal recruitment is only open to upper classman, so only the chapters that need members participate. If a chapter has lower numbers from people graduating, disaffiliation, or not gaining enough members during formal recruitment they will typically participate in informal.
Aphi and Zeta gain enough members from formal that they never need to participate in informal.
