is it just me, or are everyone's pc's kind of underwhelming this year? like there doesn't seem to be one standout pc (although if i had to pick one, i guess it'd be pi phi as the best). does anyone else feel me on this?
also, what as quota? did everyone make it?

right the chapter may be more desirable, but that doesn't mean the pnm was (sorry i'm not trying to be mean but i'm pretty sure this is how it works). and in the past, "top tier" chapters haven't really taken extra people (just quota), so they're considered less desirable now? that's definitely not how it works

I don't think it's that PCs are less good, it's that more chapters did comparably well, so the "outstanding" girls ended up more evenly spread out than usual between sororities instead of being slightly concentrated in one or two PCs. As someone else said, 4 chapters were tied for 1st statistically going into prefs.

? is correct. since pnms put that chapter first, quota additions indicate that a chapter is more desirable (to that pnm). multiple quota additions indicate that the chapter was found desirable by many
