dirty rush

A lot of my friends in certain sororities have admitted to dirty rushing freshman. I'm just wondering how they still get away with it if everyone knows?

Because even when people (gamma chis included) have tried to report it to panhel, panhel has brushed it off. Until you can get a PNM to testify (and given the chapters that do most of the dirty rushing, this is highly unlikely) panhel probably won't do anything.
