I know greek life well, and I'd say these are overall the most agreed upon rankings:

Upper:
AEPi
Sig Chi

Upper Middle:
Phi Delt

Middle:
SAE/Sig Nu
Beta/Kappa Sig

Lower Middle:
ZBT
Theta Xi

Bottom:
TKE
ADPhi

this is spot on, although Sig Chi is falling, and Kappa Sig may be rising a bit. Also SAE is falling.

I agree that Sig Chi is falling and Kappa Sig is rising. But SAE isn't falling or rising, they're pretty stable in their spot
