The tiers might be the same if you're going off social reputation and looks, but I think what's changed is that more and more of the smarter PNMs are ignoring tiers and aiming for the chapters that represent who they want to become. For some girls that might still be your old "top tiers", but for a lot it isn't, and more girls are starting to recognize that.

Kappa has been on a steady but obvious decline since 2012... Honestly they should serve as a lesson to Alpha Phi about what happens when you let your bad rep catch up to you and instead of trying to improve your chapter continue being delusional about being on "top".
