How did Beta's bid process work?

I am genuinely curious about how they give bids to people who have serious accusations... Do they do research / talk to people and decide that the accusations aren't serious / pnm is okay?

Just feels weird that in the Spring a kid was blacklisted from every other frat but still ended up with a bid. I know this feels inflammatory but I was curious if a brother could anonymously shed light on that conversation
