So when my mom was at WSU, AOII and Gamma Phi were top houses?! What on earth happened to them?

What happened is that there are different students attending WSU than when you're mom went here, which means rankings change as well. Happens at every school with a Greek system. Houses that are strong get weaker and vice versa.
