what does it mean to be top

Was wondering what does it mean to be a top house or a bottom house. Are top houses determined by who played sports in high school or just who’s badass in everything at college?

Mainly talking about fraternities, here are the list
- TKE
- SAE
- PI-Kapps
- Theta Chi

So yeah.
