Go to uw panhellenic website and go to the tab 'recruitment' and under it should say Continuous Open Bidding. Click the link and register and hopefully some houses will contact you. I'd recommend emailing a house on that list because it's more likely you'll hear from one.
Fair warning...by now most of the houses are full.

EDIT: And if you meet with some girls from the house they'll either meet with you individually and/or invite you to some of their events to get to know you better and vice versa. If all goes well you'll get a bid!
