best of the bottom?

Okay, so there is a lot of talk about the "upper tier" fraternities on this site, but I'm interested what is everyone's thoughts on the bottom tier ones? Sigma Nu, Acacia, Phi Tau, ATO, KA, Phi Kapps, Kappa Sigma etc. I understand they are irrelevant right now, but which ones are the closest to breaking out soon? Which have the highest potential within the next couple of years? And which have the most work to do to become a mainstay in the Greek Community?

Sig N 1 2 1 1
Acacia 2 1 6 2
Phi T 3 4 2 2
ATO 6 6 4 6

K Sigs 4 3 3 4

Sig Nu: Biggest, best house, have had longest opportunity to prove themselves and done nothing with it.
Acacia: Smallest, new fraternity, of the guys I have talked to decent looking and fun enough, no reputation yet which I ranked as higher than a negative reputation. Very active given their size.
Phi T: Prides itself on philanthropy, especially camp Korey. Nice, but completely unknown socially
ATO: Nice, nerdy guys on 17th. Also unknown socially
KA: Good enough guys that are trying, just not seeming to be very successful
K Sigs: Half extremely nerdy, half "fratty", a lot of internal conflict from what I have heard, fairly lacking socially.

Rankings based off of my own personal interactions with members of these fraternities
