best time to rush? spring or fall?

I am a freshman looking to rush, but not sure if I want to rush right now. Actually, I'd prefer to rush in the spring for next year, but I'm not sure when exactly to rush. I know that most seats are filled right now especially in top frats, but will they be open in spring? Will sophomores even have a good chance of rushing a frat?
