I've been rushing Chi Psi, Theta Chi and Phi Delts. All these houses have nicer guys that are well liked and seem balanced, but are not considered 'top'. Why is that?

Because if you don't act like you're better than everyone else, then no one will believe it. But all three of those are good houses that operate differently from so-called top houses. Those three don't really party as much as other frats but their grades are great as a result (which is a good thing in the greek system). You wouldn't regret joining any of those houses.

What he said. Top frats are always either rich, party animals, or athletic. Chi Psi, Theta Chi, and Phi Delts are none of those really

Phi delts is dry which brings them down. Chi Psi/Theta Chi are upper middle but don't party hard enough to be a "top" house
