I feel awk asking my RC about this...I'm thinking of dropping today and signing up for snap bids..how often do snap bids happen? which houses have done snap bids?

last year i dropped during the philanthropy round and got a call morning of bid day from panhellenic and was offered bids from agd and axid

You can't "sign up" for snap bids. If you withdraw you are eligible for snap bids, but there's no guarantee you'll get one.

There's no list for signing up for snapbids. So the sorority ranked you during rush and it's like if you didn't get a bid, and they did not meet quota, they'll check the list for girls they cut during round 2,3, or 4 and call them personally. You don't get the say in it.

They have it in their computer system and the girls who were not placed in a house are like wait listed. So the computer knows how the sorority girls ranked you and they (the sororities) get a list of which girls they liked but had to cut. And open house cuts definitely means you're not getting invited back to that house
