Who gives snap bids?

Can someone explain what snap bids are. I overheard a group say that Kappa Alpha Theta gives out snap bids on bid day?

You can only get a snap bid if you dropped before the morning of bid day

even if you drop they're extremely rare. don't drop just cause you hope you get one
